Phase 1 – State Boating Educator Release (Primary Audience)
  • Distribute the finalized guide to state boating education staff.
  • Provide a 4–6 week review and familiarization period.
  • Collect questions, feedback, and implementation needs from states.

Phase 2 – Orientation Webinar for States
  • Host a NASBLA‑facilitated virtual orientation to walk through the guide, highlight EDU‑2 alignment, and address state questions.
  • Provide a recorded version for 24/7 on demand access.

Phase 3 – Public Release
  • After the state review period, publish the Presenter’s Guide on the NASBLA website for broad access by partner organizations, instructors, and the general public.

This phased approach ensures that state agencies—the primary intended users—receive the guide first, have time to prepare for implementation, and can integrate it into their existing training and outreach programs before public dissemination.
