The A-Team is tracking between 15 and 20 legislative bills, all that aim to incentivize the construction of Accessory Dwelling Units as a means to resolve the housing affordability and shortage crisis.
AIBD has not approved any policy positions on housing affordability or the shortage of housing. Are we in favor of endorsing their resolution? Or would we rather not express and opinion? I doubt we would be against it.
Yesterday, I hosted a short webinar and discussion on the topic. Much of the discussion was about California's HB1332 which was signed into law last October. The act requires cities and counties in CA to offer preapproved ADU plans for permitting before the end of 2024. Many have already launched their programs and are offering free plans.
I had a short time left to turn the topic towards AIBD and what position it should take in the industry on the issues. A poll of the audience resulted in 62% agreeing that AIBD should support incentives offered to increase the opportunity and build ADUs, 12% were against it, and 26% didn't vote (or weren't paying attention).
Would the board like to direct staff to compose a policy statement?
If so, should this be a question that should be asked by the entire Professional Membership, or is the sediment expressed during the webinar enough to prompt the board to want to approve the position themselves?
Also, if so, what details would this body want to have included in the position statement? For example, would the statement be general in nature...we support any effort to solve the issues. Or would there be specific measures that the board would be against. For example, we support any effort as long as it doesn't included allowing the property owner to rent out the ADU. Which I must point out, the opposite of what nearly every bill is aiming to accomplish.
