BOOK OF RULES AMENDMENT

Purpose: Reducing the council’s minimum and maximum size would align NCBDC with best practices in the certification industry, improve council effectiveness, ensure better committee coverage, optimize resources, and maintain a flexible governance structure suited to current needs.

Certification boards and industry regulators regularly adjust governance structures to reflect best practices. Research indicates that boards with around seven members are optimal for effective decision-making, while those with more than 15 members often lose effectiveness.

With five committees (including an executive committee), a council of 7–15 members ensures the ability to distribute responsibilities across committees without excessive overlap or overburdening individuals.

A smaller board lowers costs (travel, stipends, training) and saves time with shorter, more focused meetings. It also reduces volunteer burnout, aligning with efficient practices in leaner organizations.

XVII.   National Council of Building Designer Certification  

B. Organization 1. Board of Examiners.  The board of examiners shall consist of between nine seven and eighteen fifteen members of AIBD who have been certified by NCBDC.
