After a busy October, where we were able to get proposed code modifications accepted by the Florida Building Commission's Code Administration TAC and the International Code Council's IRC-Building Committee, November was much less exciting. Our primary activity was participating in three meetings of the ICC Building Code Advisory Committee to draft the model code language that would implement all the many code modifications accepted during the first and second round of committee meetings to transform the 2024 edition into a 2027 version. Many adopted modifications overlap, which means the committee needs to reconcile a final wording that reflects all modifications.
Although the changes rarely contradict each other, it is still a big job to put the changes together in a coherent form. We endured many long discussions on single phrases. The most difficult aspect of the process was where accepted modifications moved content to new chapters or sections in an attempt to consolidate the code to cover a single topic in one place rather than have us users go through a "gotcha moment" at permitting with the disclosure of a footnote in a table in another, seemingly unrelated section that contains a key condition or exception.
The ICC is also going through a comprehensive review process on the International Residential Model Code (IRC), which we well publicized in recent member emails soliciting comments and suggestions. Although we are not aware of any AIBD member submitting feedback to the ICC, we will continue to be involved in the process through our regular ICC committee activities and can be a continuing conduit for feedback on the model codes.
