Please see the below message from the Scottish Government seeking comments on the
community services framework by 18th November 2019 - I have been asked to send all comments to Hannah.Broadley@gov.scot by this date.

I will be sharing the names of our reps - Shelagh, Martin and Graeme - with our networks later today and provide a link for other interested parties to join the SCVO reference group for the Children and Young People's Mental Health and Wellbeing programme board.

Amy and I have a call organised for 4th November when I return from leave to further discuss coordination.

The Members of the Programme Board for Children and Young People’s Mental Health and Wellbeing have requested that you as a coordinator for your network help circulate the attached framework and submit comments received.

As you may know the Programme Board has been established to oversee reforms that impact on the mental health and wellbeing of children and young people, with an emphasis on implementing the recommendations of the Children and Young People’s Mental Health Taskforce and the Youth Commission on Mental Health, between now and the end of 2020. In line with the recommendations of the Taskforce there will be a focus on prevention and early support as well as promotion of good mental health and the services children, young people and their families’ access. A key component of this work is enhancing existing community based supports and developing innovative new approaches for emotional/mental distress. 
 
This draft framework for community mental health services and supports is intended to set out a clear broad national approach for the support that children and young people should be able to access for their mental health and emotional wellbeing within their community, taking cognisance of existing national and local approaches and frameworks. It is designed to assist local Children’s Services Partnerships with the establishment of new local community mental health and wellbeing supports or services or the development of existing supports or services. 
 
This is an early draft of the framework which the Programme Board will consider at a future meeting, taking account of these comments from networks and evidence gathering exercises. The Programme Board will then present the framework to Scottish Government and COSLA seeking joint agreement to take this forward. 
 
At this stage the Programme Board would find it helpful for their networks to discuss: 
  
1.    The opportunities; 
2.    The key challenges; 
 
associated with how this framework is interpreted locally.
