Next step is for Bureau of Elections to do a full universe scan of the petitions. -BOE will pull full petitions from consideration based on torn/damaged pages, errors in full sheets, etc. -This initiative is the first petition submitted since BOE invested in rapid scanners, so this could happen more quickly than in the past. However, this is the most number of signatures ever submitted for a petition in Michigan's history. So this process could take a few weeks before its complete. -Petitions will then be made available to public. -Legally, this must wrap up 120 days before election.
After the BOE full review, VNP and partners will review the universe of petitions then conduct our own review looking for reasons to challenge.
Next, the BOE must produce a 1,000 signature sample which will be the subject of the challenge period. It is unclear when this period will start, so we will be monitoring BOE closely once the universe is published. -Partners and third parties will have 10 business days to conduct their internal reviews of the 1,000 signature sample and determine if they have grounds to lodge legal challenges against signatures or the petition as a whole. -The state will also run their own internal review of the sample.
The BOE will then send the petition, signature sample, and results of their review to the Board of State Canvassers who will take it up at one of their meetings. -Meetings are scheduled for once a month for the rest of the year, but they may decide to hold a special meeting for this purpose. -If we can mount a strong challenge against this petition being approved, we will be at the BOSC meeting and ask you all to join us in providing public comment.
