Motions for Forming New Standing Committees

Chapter Committee

I move that the Board of Directors, acting under the authority of Bylaws Article VIII, Section 7, create a Chapter Committee as a standing committee of the Institute. The chair of the committee is to be appointed by the President with a term of office that extends until the end of the membership year in which the appointment is made or until a successor is named, whichever occurs last. The committee chair is to appoint the remaining members of the committee. The duties of the Chapter Committee are to: (1) provide guidance to chapter chairs; (2) monitor and document chapter activities; (3) ensure compliance with AIBD chapter requirements contained in Article XVIII, Chapter Relations Policy, in the Book of Rules; (4) encourage the formation and continuation of AIBD chapters as a service to their
members; and (5) make recommendations to the Board of Directors regarding the initial award of charter and subsequent probation, suspension, or dissolution of recognized AIBD chapters.

Education Committee

I move that the Board of Directors, acting under the authority of Bylaws Article VIII, Section 7, create an Education Committee as a standing committee. The chair of the committee is to be appointed by the President with a term of office that extends until the end of the membership year in which the appointment is made or until a successor is named, whichever occurs last. The committee chair is to appoint the remaining members of the committee. The duties of the Education Committee are to: (1) identify topics of interest to the members suitable for educational experiences; (2) conduct or arrange others to develop and conduct educational events and/or website postings as an aid to our members; create or arrange for others to create and/or distribute printed and online educational materials; (4)
identify opportunities for AIBD members to participate in educational events conducted by other organizations; and (5) solicit and vet educational sessions and presenters/speakers for the Annual Conference.

Membership Committee
I move that the Board of Directors, acting under the authority of Bylaws Article VIII, Section 7, create a Membership Committee as a standing committee of the Institute. The chair of the committee is to be appointed by the President with a term of office that extends until the end of the membership year in which the appointment is made or until a successor is named, whichever occurs last. The committee chair is to appoint the remaining members of the committee. The duties of the Membership Committee are to: (1) solicit input from members and non-members regarding opportunities and mechanisms that may increase the value of the organization to its members and encourage non-members to join AIBD; (2) actively seek new members; and (3) create and/or distribute printed and online educational materials
describing the benefits of AIBD membership. Official support by AIBD of activities to develop potential future AIBD members, such as Skills USA, shall be within the scope of duties for this committee.

American Residential Awards Committee

I move that the Board of Directors, acting under the authority of Bylaws Article VIII, Section 7, create an ARDA Committee as a standing committee of the Institute. The chair of the committee is to be appointed by the President with a term of office that extends until the end of the membership year in which the appointment is made or until a successor is named, whichever occurs last. The committee chair is to appoint the remaining members of the committee. The duties of the ARDA Committee are to: (1) develop rules for conducting the annual AIBD-sponsored American Residential Design Award (ARDA) program; (2) solicit judges to serve on the evaluation jury; (3) develop advertising materials to solicit competition entries; (4) manage the application receipt and award evaluation process; and (5) present
the awards at the AIBD Annual D+B Conference Gala.

Codes and Standards Committee
I move that the Board of Directors, acting under the authority of Bylaws Article VIII, Section 7, create a Codes & Standards Committee as a standing committee of the Institute. The chair of the committee is to be appointed by the President with a term of office that extends until the end of the membership year in which the appointment is made or until a successor is named, whichever occurs last. The committee chair is to appoint the remaining members of the committee. The duties of the Codes & Standards Committee are: (1) monitor and participate in activities of the International Code Council (ICC) and other standards-setting bodies as AIBD’s representative; (2) consistent with the Institute’s policies, propose and advocate for changes to established codes that will benefit AIBD members; (3) monitor state legislatures for proposed bills that will harm or favor AIBD members’ interests and take appropriate action to affect that legislation; and (4) respond to members’ requests for assistance regarding the interpretation and/or application of building codes and related regulations that may impact the professional practices of AIBD members.

Executive Committee
I move that the Board of Directors, acting under the authority of Bylaws Article VIII, Section 7, and Book of Rules Article XIII, Section B, create an Executive Committee as a standing board committee of the Institute. The members of the Executive Committee are to be those persons holding the offices listed in Article V, Section 1; i.e., President, Internal Vice President, External Vice President, Secretary, and Treasurer, all as ex officio appointments. The President shall serve as the chair of the committee. The duties of the Executive Committee are to: (1) identify and analyze operational issues related to management of the Institute; (2) review and/or propose operational improvements for the Institute; and (3) develop policy papers, press releases, and position statements. The Executive Committee is intended to provide the means for a more detailed review of issues and proposals that extend across standing committees or are
related to the Institute’s operations; it has no decision-making authority.

Entering into the Book of Rules
I move that the Secretary be directed to add the newly established standing committees to the list of such committees recorded in Article XIII, Section B.3 of the Book of Rules, with subordinate paragraphs created to record the membership parameters and duties of each committee.

Other Motions Related to Standing Committees

Committee Members

I move that the Board of Directors create a policy to be recorded by the Secretary in Article XIII, Section B of the Book of Rules that states: (1) the term of service of any standing committee member may extend beyond the membership year in which their initial committee service began, subject to their remaining an active member in good standing of the Institute; (2) the chair of each standing committee should poll the committee’s members at least 30 days prior to the start of the next membership year as to whether they desire to continue their membership on the committee beyond the present membership year; and (3) the incoming AIBD president should poll the chair of each standing committee at least 30 days prior to the start of the next membership year to see if the chair is willing to serve in
that position during the coming membership year or to be informed that a new person will be installed as chair.

Removing Language from the Book of Rules
I move that the Secretary be directed to remove all references to a strategic development plan from the Book of Rules, that any such document existing as of this date be declared void and of no effect, and that the contents of Article IX in the Book of Rules be removed and the article’s title changed to "Reserved.”

I move that the Secretary be directed to remove the content of Article X of the Book of Rules describing the manner in which the site of the Annual Meeting is to be selected and that the title of this article be changed to “Reserved.”
