Bruce Yancey, seconded by John Fought, that the National Council of Building Designer Certification (NCBDC) enter into an agreement with the State of Oklahoma's Construction Industries Board (CIB) to administer certification for Certified Professional Building Designers (CPBDs) as Building Design Contractors, subject to the following terms:
- Certification Requirements: The NCBDC will provide certification requirements, including education, years of experience, and testing, which will be accepted by CIB for licensing purposes.
- Continuing Education: The NCBDC's continuing education requirements will be accepted by CIB for maintaining licensure as Building Design Contractors.
- Licensure Scope: Building Design Contractors will be licensed to practice only within the exempt areas defined by Senate Bill 1991.
- Certification Status Reporting: The NCBDC will provide annual accounting or access to accounting of CPBDs' certification status for members seeking to obtain or renew a Building Design Contractors license in Oklahoma.
- Insurance Requirement: Building Design Contractors will be required to carry Errors and Omissions (E/O) General Liability insurance to protect Oklahoma citizens.
- Administrative Costs: The agreement will not incur additional costs to the Institute, as CIB will administer the licensing program.
This agreement must be approved by a majority vote of the NCBDC members and ratified by the AIBD Board of Directors.
Rationale: This motion aligns with the AIBD bylaws and supports the professional recognition and practice rights of CPBDs in Oklahoma
