Who can commit to spend what and when, and who to tell

Purpose
This policy defines the authorities delegated by the HomeWise Health Principles to HWH employees.

Requirements
  • In addition to the standing delegations in this Policy or other HWH policies, the Principals may delegate the exercise of their authority on a case-by-case basis for a particular purpose and subject to any conditions subject to the Board Delegations of Authority Policy.
  • Approval must always be sought for the total cumulative value of a transaction or project. If the total cumulative value exceeds or may exceed a Delegate's Authority Limits, approval at a higher authority level must be obtained.
  • The Delegate must not exercise their delegated authority if, in doing so, they would create an actual, perceived or potential conflict of interest.
  • The Delegate must exercise their delegated authority in the best interest of HWH and its stakeholders and for sound and prudent business operations management.
  • The Authority Limits bind a Delegate as set out in the Delegations of Authority Matrix. Splitting transactions to allow a lower Authority Limit to be used is prohibited.
  • Unless otherwise specified, delegated authorities are to a position, not a person and that authority delegation extends to any employee acting in that position.
  • All delegated authorities are to be executed following applicable HWH policies and processes.
  • All Temporary Delegations require Principal approval before delegation. This approval must be in writing.
  • Delegations and limits of authority in this Policy prevail in any inconsistency with delegations and limits of authority in other HWH policies.
  • Each Principal can assign a standing emergency procurement authority to key roles. This authority only applies when events prevent operations outside of weekday operating hours, and the appropriate authority is unavailable.
Definitions
  • Authority Limit - The total value of a single transaction excluding GST
  • Contract - legally binding documents such as contracts, agreements, and purchase orders.
  • Delegate - Employee assigned with an Authority Limit or responsibility per the Delegation of Authority Matrix.
  • Total Cumulative Value - A transaction or project's total cumulative value (excluding GST), including escalation and contingency.
  • Related Party - A person or a close member of that person's family is related to  a reporting entity if that person has control, joint control, or significant influence over the entity or is a member of its key management personnel
Non-Compliance
Any noncompliance with this policy must be reported to the Principal - Finance and Administration as soon as practical. Incidents may result in disciplinary action, including termination of employment.

Authority Matrix
  • A - Approve - Identifies the role that is accountable for the business decision. The Approver is required to ensure that the relevant policies and processes have been adhered to.
  • I - Inform - The relevant person informs this role of the approval.

Bank Account Management
  • The opening and closing of a bank account requires the approval of Principals.
  • All bank account and cheque signatories require approval from a Principal
  • All online bank account administrators require Principal - Finance and Administration approval.
