5.03 - Codes & Standards Committee May 2026 Work Report
During the month of May, the Committee Chair interfaced with the City of Titusville, the Florida DOT, and a private developer to resolve issues related to onsite and offsite improvements and utility connections that were holding up the Phase 1 certificate of occupancy for the Millwright Apartments in Titusville. The situation was eventually resolved to the satisfaction of all parties and tenants have moved into the two approved buildings while work is underway on Phase 2.
Starting June 2, the Chair will work with a consulting firm to undertake a project to evaluate the continuing need for the Construction Licensing Board to operate in Pinellas County, Florida. (This board is similar to the Broward County Board of Rules and Appeals, including the ability to adopt local amendments to the Florida Building Code.) This project is being undertaken at the request of the County in light of recent construction industry actions by the Florida Legislature that reduced the ability for local governments to operate their own contractor licensing programs. Since the Pinellas County board was created by legislative act, the outcome of the project will potentially include a recommendation to modify or repeal this authority. Part of the project will involve contacting other Florida counties that have similar local contractor licensing boards to see what they plan to do and to identify the effects of not having such a board in those counties that no longer have them. Project completion is expected in October with a presentation to the County Commission.
