Make Compensation Changes Follow Amendment Changes

There's no reason to complicate things by having two budgets. Clearly compensation is a natural part of our yearly budget. In addition, it doesn't make sense that you can change the compensation framework to something arbitrary during the meeting. It should be a proposal with a weeks notice, same as with amendments.

Compensation
§ 10 Compensation can be provided for one or more Board members.
  1. Compensation can be provided based on a compensation framework, which must be approved by 2/3 majority during the General Assembly. and must be re-evaluated and agreed upon at each General Assembly. Any changes to the compensation framework can be proposed leading up to a General Assembly with the same deadline as the one for amendments.
  2. Compensation has a separate budget and this budget has to be approved at every General Assembly.
