Yet during this "is not" phase,
the Beast’s spirit remained active:
It hid in religious institutions, false Christianity, and the papacy
It emerged in secret societies, banking cartels, and elite bloodlines
It subtly shaped governments, media, and education through shadows
This is the era of stealth control — not open empire, but covert manipulation.
The Beast That Yet Is
In the last days, the Beast re-emerges — seemingly out of nowhere, yet prophesied from the beginning.
Revelation 13:3 says:
“I saw one of his heads as it were wounded to death; and his deadly wound was healed:
and all the world wondered after the beast.”
This "healing" is the revival of Rome, not just geographically,
but spiritually and ideologically:

A leader who combines charisma, intellect, military might, and blasphemy

Mystery Babylon’s Role
Revelation 17 introduces Mystery Babylon, a spiritual harlot that rides the Beast.
This represents the false religious system that seduces the nations:
She intoxicates kings with her fornications (Revelation 17:2)
She is clothed in purple and scarlet, adorned with gold and precious stones
She is drunk with the blood of saints and martyrs of Jesus (Revelation 17:6)
This harlot lends legitimacy to the Beast’s reign through spiritual deception —
false unity

interfaith apostasy
But in the end, the Beast and his ten kings will turn against her and devour her (Revelation 17:16), showing that the devil uses then discards.
Beast Hybrid of Past Empires

Revelation 13:3–4 says the world will marvel, saying:
“Who is like unto the beast? who is able to make war with him?”
Why such awe?
Because he will solve worldwide crises with false peace
Because he will appear resurrected from the past
Because he will harness AI, military, and media in godlike fashion
The world will see him as a savior, not knowing he is the final tyrant.

Chapter 11: SHARIA LAW vs. NOAHIDE LAW — Two Horns, One Beast
Revelation 13:11 describes a second beast that arises out of the earth,
having:
“two horns like a lamb, and he spake as a dragon.”
This chapter explores the prophetic significance of these “two horns,” proposing that they represent two religious legal systems — Sharia Law and Noahide Law — that seem peaceful but serve the same Beast.
Both systems:
claim divine authority
offer a code of ethics
promote worldwide compliance
Yet both, under the Beast system, may be used to

execute those who refuse the worldwide order
The Second Beast from the Earth
This beast is distinct from the first, which arises from the sea (symbolic of nations and multitudes — Revelation 17:15).
