Yes, The Vatican is “The City” of The Empire of The City, you could just as well say,

Thru this tripartite union she fulfills every criterion of the two chapters to qualify as Mystery Babylon.

You will also notice that “city” is singular in all instances, this is more an indication of proof with the contemporary use in the description:

The Empire of The City.

Therefore, we have three locations, if not the entire world, to fulfill all of the grandeur, evil and catastrophe applied to the city, Mystery Babylon:

1. She is, the great whore that sitteth upon many waters, her Catholic church is in every population of the earth; (“waters... are peoples, and multitudes, and nations, and tongues” ch.17 v.15,)

2. the one, With whom the kings of the earth have committed fornication, internet search 

3. the inhabitants of the earth have been made drunk with the wine of her fornication.

4. the woman (a church) ... arrayed in purple and scarlet color... a dead giveaway.

5. decked with gold and precious stones and pearls... too obvious

6. having a golden cup in her hand full of abominations and filthiness of her fornication... the idolatry of trans-substantiation and the ecumenical embrace of every other pagan idolatry.

7. her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH, her Protestant Daughters, Ecumenism, and even Islam

8. drunken with the blood of the saints, and with the blood of the martyrs of Jesus, Inquisitions past and to come.

9. is that great city, which reigneth over the kings of the earth

10. all nations have drunk of the wine of the wrath of her fornication

11. the merchants of the earth are waxed rich through the abundance of her delicacies.

Satan’s fiat usury financial system has made many very, very rich.

12. Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues:

I believe we are called out of her systems rather than a place, the whole earth is the Lords.

15. The merchants of these things, which were made rich by her, shall stand afar off for the fear of her torment, weeping and wailing.

This will be a worldwide spectacle.

Little explanation is necessary when these criteria are applied to the tripartite administrated New World Social-Economic Order of the Woman that rides the Beast.

The Roman Catholic Church rules over more than 2 billion of the world’s 6-7 billion people.

The staggering wealth of the Vatican includes unthinkably enormous investments with the Rothschild’s in:

The Vatican's solid gold bullion stored with the Rothschild controlled Bank of England and the US Federal Reserve Bank is worth untold billions.

The Vatican is the biggest financial power, wealth accumulator, and property owner in existence.

The Corporation of London Like Vatican City, London’s Financial District is also a privately owned corporation, or city state, located right smack in the heart of Greater London.

Now called The City of London, it is a city within London.

It constituted most of London from its settlement by the Romans in the 1st century AD to the Middle Ages, but the populated area has since grown far beyond the City's borders.

The City is now only a tiny part of the metropolis of the London region, though it remains a notable part of central London.

It holds City status in its own right and is also a separate state.

The District of Columbia Like the Vatican and the Corporation of London, a third city state was officially created on land ceded by the several Catholic Colonies of Virginia and Maryland in 1790 as the first Act of the American Constitution.

If we are truly as close to the end of all things and the return of Christ as most believers hold, then we should be able to observe the elements of Bible prophecy presently coming to fruition.

In 1545, the Catholic Church convened one of its most famous councils in history, which took place north of Rome in a city called Trent.

One of the main purposes of this Council was to plan a counterattack against the Protestant Reformation.

Before Trent the Vatican's main method of attack had been largely frontal, the open burning of Bibles and of heretics.
